A Federal Emergency Declaration (FEMA 3143-EM-FL) was issued on September 14, 1999 for 12 counties. The counties are Brevard, Broward, Dade, Duval, Flagler, Indian River, Martin, Nassau, Palm Beach, St. Johns, St. Lucie and Volusia. The Federal Emergency Management Agency will provide debris removal (Category A) and emergency protective measures (Category B) including direct Federal assistance at 75% Federal funding.

Eligible Labor Costs for Emergency Response Activities:
Associated Fringe Benefit Costs for the emergency labor are also eligible. However, Fringe Benefit Costs are normally limited to FICA/MICA (7.65%), Retirement, Workers Compensation and Unemployment Costs. State Agencies may use the State Fringe Benefit Default Rates (Call Charles Bartel, (850) 414-7566 for particulars).
Eligible Applicant-owned Equipment Costs for Emergency Response Activities:
Note: Routine maintenance, breakdowns, and fuel costs are considered to be components of the equipment rate allowances. However, repairs for extra-ordinary damages to equipment as a result of emergency operations may be charged as material and/or contract costs if the damages unique to the emergency operations were unavoidable and to the extent not covered by insurance. Justification will be necessary for any equipment repairs claimed as extra-ordinary damages. Fuel costs are eligible if the fuel was used for equipment other than Applicant-owned equipment for which equipment rates allowances were given.

On September 22, 1999, President Clinton determined that the damage in certain areas of the State of Florida, resulting from Hurricane Floyd on September 13, 1999, and continuing is of sufficient severity and magnitude to warrant a major disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, P.L. 93-288, as amended. (FEMA-1300-DR-FL)
