In the event of a major disaster or emergency in this state, Florida's sixty-seven county governments must provide the initial response and assistance. However, there are instances when an emergency or a disaster situation is greater than the response capabilities of local governments. In the event of such an emergency, the Florida Department of Community Affairs, Division of Emergency Management is the state agency that local governments can contact to begin the process of securing supplemental state and federal disaster assistance.
Public Law 100-707, the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 (Public Law 93-288, the Disaster Relief Act of 1974), is the authorization for federal assistance to local or state governments through a Presidential Disaster Declaration of an emergency or major disaster.
