Debris Management Planning

All entities that may need to conduct debris operations are encouraged to create debris management plans. An important part of preparedness efforts, debris management plans enable entities to be better prepared and aware of their capabilities related to debris removal.  In addition, preplanning for debris operations may mitigate some of the common errors applicants face in FEMA’s Public Assistance program and decrease the likelihood of ineligible work.

Components of a debris management plan may include:

  1. Debris assumptions and forecasting
  2. Debris collection plan
  3. Potential debris management sites, recycling methods and final disposal locations.
  4. Identification of priority routes and critical facilities to be cleared first
  5. Procedures for contracting services
  6. Process for conducting private property debris removal
