Florida’s Training For Emergency Management

The Florida Division of Emergency Management is pleased to announce the first-ever, Florida’s Training in Emergency Management Event in St. Augustine, Florida! The event will take place from Monday, November 28 – Wednesday, November 30, at the World Golf Village Renaissance St. Augustine Resort. All county emergency management managers and officials are encouraged to attend, in addition to emergency management personnel looking to gain more insight into topics such as the Division’s new Florida Recovery Obligation Calculation (F-ROC) system. The following courses will be available:

Florida Recovery Obligation Calculation Track: This course track will introduce the Florida Recovery Obligation Calculation Program (F-ROC) and provide an overview of updates, tools, and forms applicants will use in the event of a disaster in the State of Florida. Attendees will be provided with the history and guiding factors for the creation of F-ROC. Additionally, this course will introduce the recipients of public assistance to F-ROC and provide details on updates and changes to submitting forms for Cat A (emergency work) and Cat B (permanent work). It will also cover best practices on how to manage pre-event activities, and the F-ROC scoring assessment process.

Mitigation Application Pitfalls: This course will provide participants with an understanding of common grant sub-application errors and how to avoid these errors.

What’s Needed for Benefit-Cost Analysis: Why does the Division need such technical information about each project sub-application? This session will give participants a better understanding of the Benefit-Cost Analysis (BCA) process for mitigation projects and the types of information typically required for various project types.

Florida’s Implementation of National Qualification System (NQS): This course will provide individuals with an overview of FEMA’s National Qualification System and an update on the state’s implementation plan of the system for Emergency Operations Centers.

Understanding Florida’s Mutual Aid Process: This course will provide individuals with an overview of the Statewide Mutual Aid Agreement (SMAA) and EMAC Deployment Process, beginning with the point of resource activation to resource reimbursement
