The Florida's Training for Emergency Management (FTEM) continues to expand from just the annual Training Symposium to include the development of cohesive training programs focused on implementing theories established in foundation emergency management courses. The Education and Training Development Section is responsible for this growth and initiatives.

The Training and Exercise Unit supports Florida’s emergency management mission by coordinating, managing, and delivering high-quality training and preparedness activities statewide. The Unit operates SERT TRAC, the state’s official training system of record, providing an integrated calendar of courses and exercises to meet the diverse needs of federal, state, and local partners.

Requesting Courses
All agencies desiring to offer All-Hazards Position Specific, Exercises and the NIMS ICS Train-the-Trainer Curricula classes in their jurisdiction will utilize the forms below.
The Curriculum Development Unit assists the various members of the Response Bureau, as well as the State Emergency Response Team (SERT), to develop bureau-specific job aids, training, policies, and procedures utilized during both blue and gray sky operations. supports Florida’s emergency management mission by coordinating, managing, and delivering high-quality training and preparedness activities statewide. The Unit operates SERT TRAC, the state’s official training system of record, providing an integrated calendar of courses and exercises to meet the diverse needs of federal, state, and local partners.

SERT TRAC serves as the statewide platform for emergency management training and student management. It facilitates the registration, certification, and documentation processes for individuals involved in emergency response training. The system allows students to upload certificates from various courses and training programs, register for new courses, and track their training progress.

The Florida Division of Emergency Management (FDEM) is pleased to announce forthcoming updates to the State of Florida Instructor Requirements, scheduled for release in 2026. These updates are intended to reinforce a standardized framework for instructor qualification, certification, and course delivery across the State.
The revised requirements will further define instructor eligibility, credentialing criteria, and professional development expectations to ensure alignment with FEMA, EMI/NDEMU, and National Training & Education Division (NTED) standards. Emphasis will be placed on maintaining a highly qualified, instructionally proficient instructor cadre capable of delivering consistent, high-quality emergency management training statewide.
Additionally, the updates will strengthen expectations related to instructional performance, compliance with course delivery standards, and continued engagement within the State’s training system, including participation tracking and credential management within SERT TRAC.
Additional guidance, supporting documentation, and implementation timelines will be released in advance of the 2026 publication. Stakeholders are encouraged to monitor official FDEM communications and the Florida Disaster website for updates regarding instructor qualification and program standards.
