The Education and Training Development Section is responsible for the standardization and centralization of the training and exercise delivery in an enhanced and cohesive fashion under the “Florida’s Training for Emergency Management” banner and curriculum pyramid.

Florida's Training for Emergency Management

The Florida's Training for Emergency Management (FTEM) continues to expand from just the annual Training Symposium to include the development of cohesive training programs focused on implementing theories established in foundation emergency management courses. The Education and Training Development Section is responsible for this growth and initiatives.

The Training and Exercise Unit supports Florida’s emergency management mission by coordinating, managing, and delivering high-quality training and preparedness activities statewide. The Unit operates SERT TRAC, the state’s official training system of record, providing an integrated calendar of courses and exercises to meet the diverse needs of federal, state, and local partners.

FDEM’s Education and Training Development Section welcomes and encourages the recruitment of eager subject matter experts (SMEs) who are interested in facilitating training courses. Interested individuals should review the instructor evaluation requirements below:

All agencies desiring to offer All-Hazards Position Specific, Exercises and the NIMS ICS Train-the-Trainer Curricula classes in their jurisdiction will utilize the forms below.

The Curriculum Development Unit assists the various members of the Response Bureau, as well as the State Emergency Response Team (SERT), to develop bureau-specific job aids, training, policies, and procedures utilized during both blue and gray sky operations. supports Florida’s emergency management mission by coordinating, managing, and delivering high-quality training and preparedness activities statewide. The Unit operates SERT TRAC, the state’s official training system of record, providing an integrated calendar of courses and exercises to meet the diverse needs of federal, state, and local partners.

SERT TRAC serves as the statewide platform for emergency management training and student management. It facilitates the registration, certification, and documentation processes for individuals involved in emergency response training. The system allows students to upload certificates from various courses and training programs, register for new courses, and track their training progress.

The Florida Division of Emergency Management (FDEM) is pleased to announce forthcoming updates to the Advanced Professional Series (APS) and State Approved Instructor requirements, scheduled for publication in 2026. These updates are designed to strengthen professional development pathways, enhance instructional quality, and ensure alignment with evolving emergency management standards and workforce needs across the state.

The revised APS framework will provide clearer progression, updated course expectations, and improved consistency across advanced training offerings. In parallel, updated Instructor Requirements will outline refreshed qualification criteria, credentialing expectations, and ongoing professional development standards to support high-quality instruction statewide.

Additional details, guidance documents, and implementation timelines will be shared as the 2026 release approaches. Stakeholders are encouraged to monitor the FDEM website for updates and forthcoming resources related to APS and instructor credentialing.
