Operational Planning Unit
The Operational Planning Unit administers the state's operational planning programs. The goal of the unit is to ensure that the State Emergency Response Team (SERT) is prepared for prompt, efficient response, and recovery to protect lives and property affected by disasters.
A Comprehensive Emergency Management Plan (CEMP) is an operations-oriented document that establishes the framework for an effective system to ensure that all counties within the State of Florida will be adequately prepared to deal with the occurrence of emergencies and disasters. The Comprehensive Emergency Management Plan unites the efforts of state agencies, special districts, local governments, and volunteer organizations for a comprehensive approach to reduce vulnerability to an array of identified hazards. Reviewers in the Division’s Preparedness, Mitigation, and Recovery Bureaus review all county CEMPs for compliance with Florida Administrative Code 27P-6 and Florida Statutes 252. Preparedness coordinates this review process and interfaces with the counties directly.

COOP ensures the continued performance of critical essential functions during a wide range of potential emergencies. The Continuity of Operations staff interacts with state and local agencies on a daily basis to make certain that those agencies are prepared to provide critical services in an environment that is threatened, diminished, or incapacitated.
COG is the principle of establishing defined procedures that allow a government to continue its essential operations in case of a catastrophic event. Development of such plans avoid (or minimize) confusion and disorder due to a power vacuum in the aftermath of a catastrophic event.

All-Hazards is defined as an integrated emergency management strategy focused on developing broad capabilities to prepare for, respond to , and recover from a wide spectrum of emergencies, including natural disasters, technological accidents, and human-caused threats. All- Hazards Planning helps to establish a framework for modeling disaster effects and potential needed resources to evaluate state and regional emergency management capabilities.

The Division of Emergency Management is statutorily required to manage the update of the regional hurricane evacuation studies, ensure such studies are done in a consistent manner, and ensure that the methodology used for modeling storm surge is that used by the National Hurricane Center.
