About FTEM
Florida’s Training for Emergency Management (FTEM) is a training realignment initiative designed to develop cohesive training programs focused on implementing theories established in foundation emergency management courses. The realignment ensures consistent and standardized development and implementation of Florida-specific courses, developed in collaboration with partners and Subject Matter Experts (SME) at all levels of field.
The FTEM Curriculum Pyramid provides a visualization of the different curriculum tracks established under the FTEM umbrella.
2026 Highlights
Over the past year, FTEM has accomplished:
- Launch of a new Education and Learning Management System, Florida’s Learning Exchange (FLEX)
- 3rd Annual Training Symposium
- Launch of virtual G-191, G-300, and G-400 courses
- Launch of e-Learning courses
- Launch of standardized, FTEM-specific branding
FTEM Programs
FTEM encompasses the following programs:
The Student Investment Program (SIP) offers valuable tools for early career development, designed to help students transition from the academic world to the professional with real-world applications in emergency management. The goal of this program is to better prepare the next generation of emergency management professionals, making their transition into the workforce smoother by ensuring they feel more confident and capable. The SIP serves to encourage the next generation of emergency managers to expand their knowledge outside of the classroom and into the field.
The annual Florida’s Training for Emergency Management Training Symposium is a statewide professional development symposium advancing Florida’s emergency management readiness through applied, mission-focused training.
FTEM 2027 Call for Proposals
The FTEM Program Committee is now accepting Call for Proposals for the 4th Annual FTEM Training Symposium! This year’s theme, “Effective Leadership for a Changing World,” reflects the strength, adaptability, and expertise that emerge from years of responding to disasters, managing crises, and protecting communities and businesses across Florida and the nation. In an increasingly complex environment marked by natural disasters, technological disruptions, public health emergencies, and evolving security threats, emergency management professionals continue to demonstrate that these experiences matter.

To be considered as a speaker, please be prepared to submit the following by October 30th, 2026:
- Brief biography highlighting your relevant experience
- Brief summary of your proposed presentation
- Any supporting materials (e.g., previous speaking engagements, publications)
- Professional Headshot
- All relevant contact information

The Florida Division of Emergency Management (FDEM) has been in the process of developing a clear path for Florida (FL) Course development, allowing for the standardization of all curricula within the FTEM Banner. All current FL courses are being evaluated and readjusted to align under the FTEM banner and curriculum pyramid. This includes exercises, workshops, training seminars, etc. All future developed courses will be built with this foundational formatting, ensuring the same high standard of course delivery to all students.
Florida’s Learning Exchange (FLEX) is FDEM’s education and learning management system, designed to provide a centralized hub for the emergency management community to access training, manage learning activities, and maintain training records.
