Advanced Professional Series (APS)
The Advanced Professional Series (APS) is a nationally recognized emergency management training program developed by FEMA and administered in Florida by the Florida Division of Emergency Management (FDEM). APS is designed to strengthen the management, coordination, and leadership capabilities of emergency management professionals through advanced, scenario-based coursework.
On December 31, 2018, the Advanced Professional Series program was transferred to states for administration. Each state now issues its State Advanced Professional Series Certificates.
Program Goal
The goal of the Advanced Professional Series is to build practical knowledge and management competencies required to effectively lead local, state, tribal, and partner emergency management programs. The program supports professional development through structured, progressive learning aligned with FEMA and FDEM standards.
Effective Date – 2026 Program Update
Effective January 1, 2026, updated APS program requirements will take effect. Students pursuing APS certification must meet the revised course and certificate requirements outlined below.
Target Audience
The Advanced Professional Series is intended for:
- Local and state emergency management professionals
- Emergency management coordinators from partner agencies and jurisdictions
- Individuals seeking advanced leadership, coordination, and operational decision-making skills in emergency management
To earn the Advanced Professional Series Certificate of Completion, students must successfully complete:
- Five (5) Required Core APS Courses, and
- Five (5) Elective APS Courses selected from the approved elective list
All course completions must be documented and verified by the State Training Officer.
