Florida's Training for Emergency Management
Program Overview
“Leading the Industry in Training Development and Facilitation.”
As the Training & Exercise Unit transitions into the Bureau of Response, the Florida Division of Emergency Management (FDEM) will be realigning the program to fall in line with the Mission, Vision and Values of the agency. FDEM will standardize and centralize its training and exercise delivery in an enhanced and cohesive fashion under the “Florida’s Training for Emergency Managements” banner and curriculum pyramid.
About FTEM
The idea behind this realignment is to develop cohesive training programs focused on implementing theories established in foundation emergency management courses, as shown in Figure 1. The FTEM Pyramid will ensure consistent and standardized development and implementation of all Florida Courses, developed in collaboration with partners and Subject Matter Experts (SME) at all levels of field. These training tracks would be specialized to ensure all members of the emergency management community would have a clear path of progression developing both hard and soft skills through Florida specific practical application of theory to lead the industry for the betterment of the profession and the Floridians it serves.

FTEM Training Program
Over the next several months FDEM and its Training & Exercise Unit will begin the following initiatives by launching the FTEM banner and curriculum pyramid, leading the industry in trainings through practical application of theory.
FDEM will be developing a clear path for the development of Florida (FL) Courses, to allow for the standardization of all curricula within the FTEM Banner. All current FL Courses will be evaluated and readjusted to align under the FTEM banner and curriculum pyramid. This will include exercises, workshops, training, seminars, etc. All future developed courses will be built with this foundational look and feel in mind to ensure moving forward, regardless of facilitation platform or location all FL Courses will ensure the same high standard of course delivery is provided to all students.
Applications will be accepted from June 9, 2025, until July 31st, 2025, at 5pm. Interested applicants should complete the form (link) and the following supporting documentation must be uploaded as a PDF. The PDF documentation must be in the following order.

- 200 - 300 Word Essay explaining "Why I want to learn more about Emergency Management?"
- Two (2) Letters of Recommendation (1 personal and 1 professional)
