The Office of General Counsel is responsible for providing legal services to the Division. Additionally, the Office conducts legal review of all contracts, leases, purchase orders, memorandums of understanding, and memorandums of agreement. The Office engages in drafting and/or review relating to executive and agency orders, administrative rules, legislation, and other documents. The Office also provides or oversees the legal representation of FDEM in all judicial and administrative proceedings.
During emergency activation, the Office provides legal support to the State Coordinating Officer (SCO) and the SERT. The Office prepares, reviews, and approves emergency and supplemental orders issued by the SCO in response to the emergency. The Office also assists Recovery with preparing requests for federal assistance, such as, a Presidential Emergency or Disaster Declaration and any other assistance as allowed under the Robert T. Stafford Act, Title 44 of the Code of Federal Regulations.
